New York CNN —A team of five US Treasury Department officials is traveling to Beijing this week for a series of meetings on the economy with their counterparts in China, a Treasury official told CNN on Monday. The trip by senior officials comes ahead of a planned return to China by Treasury secretary Janet Yellen later in 2024. Specifically, the Treasury delegation plans to raise China’s use of non-market economic practices and industrial overcapacity, the official said. On Friday, Chinese financial regulators fined Ant and its subsidiaries a total of 7.1 billion yuan ($984 million) for breaking rules related to consumer protection and corporate governance. The fines mean the regulatory “overhang” over the Chinese internet sector has finally been removed, Jefferies analysts said Saturday. Chinese tech shares rallied Monday, with Alibaba rising 3.2% and Tencent gaining 0.7%. Friday’s fines mark the conclusion of the regulatory crackdown on Ant and could pave the way for the company to revive its long-anticipated IPO, according to analysts.

Having postponed a February trip after a suspected Chinese spy balloon flew over U.S. airspace, Blinken is set to become the highest-ranking U.S. government official to visit China since President Joe Biden took office in January 2021. Particularly alarming for China's neighbors has been its reluctance to engage in regular military-to-military talks with Washington, despite repeated U.S. attempts. He said he would also be raising the issue of U.S. citizens detained in China on charges Washington sees as politically motivated. Across China, many local governments are on the brink of insolvency. Central government bailouts are a possibility to rescue cities from their deep budget problems, but China hasn’t turned to a source of revenue that would be an obvious option in other countries: property taxes. In China, where the government owns the land, localities almost never tax homeowners to support services like schools. Revenue from these land sales has plunged in the past year. That knowledge means officials in Beijing could start a nationwide property tax system.
America has a problem: China — the world's largest car market — doesn't want its vehicles. In 2022, data shows Ford and General Motors' car sales in China each dropped more than 20% from the year before. China doesn’t have a robust social safety net—individuals pay a relatively high proportion of medical fees out of pocket. Recent protests by retirees in China over reduced healthcare benefits epitomize a thicket of interrelated problems entangling the country: an aging population, strained local government finances, an inadequate social safety net and heavy debt. The immediate trigger for the flare-up was revisions pushed through by some local governments, including the city of Wuhan, which will cut reimbursements for medical care. Some money from individual accounts contributed under a compulsory savings plan will be pooled with a public insurance fund. The move would use some of the surplus in these so-called personal accounts to meet increasing public medical needs—but elderly protesters feel like the government has taken away their savings.
China does not want to see a nuclear-armed North Korea, nor does it want to see U.S. nuclear weapons in the region, but the prospect of an expanding U.S. military footprint raises other priorities for China, said Jenny Town of 38 North, a Washington-based North Korea project. "They see the United States, South Korea and Japan forming as a security bloc, creating a need for a counter bloc, which would include North Korea," she said, referring to China. "Americans have perennially overestimated China's influence over North Korea," said John Delury, professor of Chinese studies at Yonsei University in Seoul. "Sanction North Korea, which cut itself off from the world for three years because of COVID and continued testing missiles? The whole point is China doesn’t control North Korea."
